In an era where information accessibility and efficiency are paramount, the need for a more dynamic and user-friendly approach to government publications has never been greater. The Moroccan government gazette, a cornerstone of legal and official communication, currently faces challenges that limit its usability and impact. Addressing these challenges is essential to ensure public engagement, ease of access, and efficient information dissemination.

This project aims to move the Moroccan government gazette to its next level by digitizing and enhancing it, transforming it into a seamless and efficient platform for exploration and search. Designed with the user in mind, this initiative aims to make the gazette more accessible, user-friendly, and interactive, setting a new standard for public sector and legal information.

What's the Moroccan government gazette?

The Moroccan government gazette, also known as the Official Bulletin of Morocco, is a crucial publication that encompasses various types of legal and official documents. These include:

• Dahirs: Royal decrees that carry significant legal weight.
• Decrees: Formal orders issued by the government.
• Decisions: Resolutions and conclusions from government bodies.
• Official Reports: Detailed accounts of government activities and meetings.
• Official Announcements: Public notifications and declarations.
• Other Edicts or Legal Publications: Additional legal and regulatory documents.

Current Challenges with the Gazette

Currently, the Moroccan government gazette is available only in PDF format. This unstructured, print-first format presents several issues:

• Limited Searchability: It is difficult to search, filter, or find specific information.
• Lack of Organization: Data is not well-organized or indexed.
• Non-Interactive: Limited interactivity hinders user experience.
• Inefficient Use of Modern Technologies: Challenges in leveraging big data and machine learning for advanced analysis.

Proposed Solution

An innovative and custom-tailored system has been researched and developed specifically to digitize the gazette with the finest granularity and highest accuracy possible. An automated crawler agent parses each published edition and employs advanced methods such as computer vision, machine learning, and optical character recognition to read and structure the content of the documents. The parsed content is then stored in a highly organized and indexed database. The result is a significantly enhanced user experience with the following benefits:

• Enhanced Search Capabilities: Users can perform detailed searches to quickly find targeted information.
• Effective Filtering: Advanced filters allow users to narrow down results based on specific criteria.
• Automatic Organization: Content is systematically categorized, indexed, and always up-to-date for easy navigation.
• Responsive Content: The content adapts seamlessly to various digital mediums and screen sizes, providing an optimal viewing experience on any device.
• Interactive Features: Users can interact with the content in ways that are not possible with traditional PDFs.
• Generative AI Tools: AI-driven features provide additional assistance in navigating and utilizing the content.

Current limitations

• The extraction of previous editions is ongoing, and planned features will be introduced gradually as the digitization of past content advances.
• Currently, the system does not include "Announcements" and "Reports" in its digitization process. Plans are in place to incorporate these publication types in future updates.
• While the system is designed to achieve high accuracy, there may be occasional errors, such as OCR typos or missed characters. If you encounter any discrepancies, please use the report button.

About the Developer

This project is currently a solo endeavor by an independent Moroccan developer. With no external funding or contributions, the project is in its prototypal and experimental phase, considered academic at this stage.
